Ok, it was while they were off but everyone I’ve asked about it says that’s not normal. Is there nothing holding it to the hub?

It’s normal. The wheel holds them in place

Your rotor is a "full floating" design
Fairly common type setup
If you Goto remove it , and after the caliper is remived and the wheel removed and I'd you can't get the rotor to budge , there is two small threaded holes in the rotor near the centre
Put a bolt into it and tighten it up and if the bolt is long enough to push thru to the hub behind it, the rotor will pop off
