They gave them out to the people in Hong Kong when they handed it back to China.
I'm like a third class citizen hahaha
Too stingy to give us full citizenship but we might come in handy so they gave out these as substitute.

And Ive been 4 times now, 3 months 1st visit, 5 weeks 2nd visit, 6 months for 3rd visit and 2 months for 4th visit. So Ive essentially lived there for a year in total
